A claymation short featuring a blonde girl with pennies for eyes, who described some situation in her life. She would reappear later outside the show on public service commercials that were made as part of Paul Reubens' plea agreement in 1991. The shorts and commercials were developed by Hey Arnold! creator Craig Bartlett when the show was in development.

One of her cartoons revealed that her house's living room was the size of a ballroom, showing that Penny's family is very wealthy. She also has an identical twin sister.
